I think this used to be hard, but just noticed that it's now alive and when a fish swam by and it closed up.

It's a majano anemone.
It didn't spread too bad in my tank and I got rid of it early.
I just injected them with calcium.
Or you can use lemon juice.

i also agree its aiptasia, you can deal with it biologically by adding peppermint shrimp or a copperband butterfly to your tank (both with varying degrees of success) or chemically, as suggested by mabel, by injecting/smothering it with a strongly acidic or basic substance that is REEF SAFE.
Avoid the 'common sense' approach to physically remove it from the rock by scraping, scrubbing, cutting, et al. The best case scenario with this approach is the anemone grows back, the worst case (and most likely) is that all the tissue broken free of the organism spread around the tank and grow into new anemones.

Kicker, have you ever had a colony of zoanthids/palys that leaned up (or are right above) that rock? Maybe it's i'm getting old and my eyes are going, but that doesn't look like an aptasia to me. But I will be the first to admit i'm not an aptasia expert. But that center mass looks an aweful lot like a paly/zoa mouth.

Here is a pic I found using google of a Brown Majano. Looks a lot like your pic. So, I'd say go with what the other folks said and kill it.

That looks like it. So the best way to kill it would be to use a syringe and inject a drop of lemon juice directly in the center of it?

Yeah I actually had both Aiptasia AND Majano.
I bought Peppermint Shrimp to take care of my Aiptasia and that worked wonders but they wouldn't touch the Majano Anemone.
I add calcium to my tank any way so I figured I'd dose my tank but with a syringe.
I had about 5 Majanos and injecting them took care of it.
Probably happened about 4 months ago and haven't seen one since.
But others take the lemon juice approach which I've heard works just as well.
At the time, the calcium was closer and I was dry of lemon juice. lol
Take care of them as soon as you can. They reproduce pretty fast.
