my lights will fire up but then the light shuts off and i have no light???

Capacitor will generally leak white gunk.

well i took the cap from the other 250w mh and bam the light turns on and even brighter it seems well i need to put the other bulb in to confirm this ( i thought the bulb was going out)

Have you tried contacting the manufacturer of the ballast? Mine went out on my PFO ballast and they sent me a new one for free.

mine is really old it seems... lol .... its been passed around i think a lot of people have had turns with it :)
