I don't know if you're in the SA area or up here in Austin, but AquaTek in Austin typically has a plastic bin of them up by the register. You might give them a call - the sponsors page has their info.

For zoas I used to make them out of concrete and ice cube trays, just don't fill them all the way up. Make a batch and toss them in your toilet reservoir tank for a few weeks to cure (constant "water changes" every time you flush) and you're good to go.

I've seen people on RC use small stone tiles from HD/LOWES to attach frags to.

I normally just use live rock rubble but when I run out I use sea shells...pick up a pack from Hobby Lobby for $3-$5 and have enough to last 50-100 frags. I throw them in my refugium so they pick up a little growth and don't look so new and fake. In no time the frag should encrust it anyways.
