I have a set of T5 retros complete with bulbs I will let go for 140.00 the bulbs have not been used yet

i have a 175 watt mh electronic ballast and mogul (SE) socket that you could have for $40. i can make you a lumenarc style reflector for it for another $40 and all you would need to buy then would be the bulb.
