Having recently returned from there, I can say that Waikiki is on the South to South West side of the island of Oahu. The East and West sides Oahu are very different from each other in that the west side is much drier. It does rain nearly daily on the east side, but the mountains that form the spine of the island have a way of diverting the clouds and preventing daily rain.
I didn't look too closely when I was there, but I would imagine those tanks are plumbed into large holding tanks (if not the ocean its self) of fresh seawater, thus making rain dilution negligible.
