I like to turn my actinics on 1 hour before the other lights and 1 hour after. Should I include the time the actinics are on as party of the light cycle? I'm going for a 10 hour cycle. So that would be 2 hours of actinic only and 8 of white light. Does this sound alright?

Sounds good. Since you're using T-5's you prolly won't have a problem with heat, you could up the photoperiod to 12 hours if you wanted to as long as you don't have algae problems.
