Frag plug rack?

I built a frag plug rack today and have a few questions.

1. Did you use cement or superglue to bond the PVC or did you just press fit.
I just press fitted so far but...........

2. Did you fill the tubes w/water or sand to keep it from floating
I was afraid the water would stagnate in the tubes and smell, so I weighed it down w/rock however I am afraid that with too much more weight, my "press fit" will eventually let go???

Fill it with sand and cap any open ends. I'd use PVC cement to secure it together.

yeah, darn it, I really didn't want to go through the hassle but.... I'm thinkin it's all but inevitable.
