I have a 47 gallon column that is 30 tall by 20 by 20. I am getting a pfo mini pendant hqi (de) 250w. I am going to add a 10k bulb for starters, since I am totally broke ATM. I will be getting a job soon, and I was wondering if I needed to add lighting to this? With my 150w I rotate the bulbs for an even spread. Is there supplemental lighting that will reach this depth easily so I can leave a 10k bulb in there at all time? This tank will primarily be lps, so I want a ton of color, as well as the crisp white look.

I'd strongly consider a higher wattage solution. 400w. That's a LOT of water to penetrate.
