Is there black paint on the stand or is it that black sheeting stuff they put on there

You may be ok for now. Be cautious with particle board stands. I have seen 2 pine stands and several canopies that were not oiled regularly dangerously rotting . Particle board is even more suseptable to warpage and rot. Especially when exposed to a salt water environment. Problems expedite and escalate when sumps are employed. I have even read of an oceanic stand crumbling after being bumped with the tank on it. These types of stands work, we just have to be very observant for salt creap and incorporate humidity displacement in and around the stand.
