I've had great luck & super service from:

http://www.aquasafecanada.com/2006catalogue.html

Very responsive, and they build a great unit for less than $100 (RO/DI). And a TDS meter for $25.

2 Different types of water filtration.
RO units are for purifying your tap water. Yes, you want a sump to filter your tank water.

A sump does very little to filter your tank water unless its a refugium or is large enough to have a deep sand bed. Its mainly someplace to hide all the equipment and add water volume for stability.
