whats that white stuff around his middle body and mouth? his he un healthy?

brine shrimp and flakes, im not sure if he eats the flakes though

Thats wrong, feed him more elabroate foods. Enriched brine, mysis, formula foods, use vitamins, and add nori to his everyday diet, you'll notice a quick change. Thats what i do with my fish, their food is very elabrorate, and they are fat and very healthy.

possibly, tangs are grazing herbivores, you might want to try some nori as well. research is a key factor in having succesful husbandry of these animals, that can not be stressed enough. In addition to the stellar info you are getting here, you might want to check out a book called the concientious marine aquarist.
