refugium how to set up?

I am going from a 29 gallon eclipse to a 55 gallon reef with a 30 gallon refugium below. I am good with materials and intend to build my own protein skimmer (counter current), could anyone tell me what are the proportions between width of the reaction tube and height? I found some plans on ReefCentral, but if anyone has built one all advice is SUPER welcome.

Also, what strength pump do I need to get the water back up from the refugium to the 55 gallon tank?
