OK excuse my ignorance but everyone always talks about skimmers being broken in which appears to mean coated and making good scum. What I am confused about is whether or not the scum should be left and the liquid emptied or if everything should be cleaned. Mine develops a build up/liquid and once a week I empty and clean everything.
Good/bad?

You are doing great, Clif ^_^
Once a skimmer gets scummed out, the performance level drops. It may be hard to believe, but some of these pics are probably one week's worth of skim. Heavier bio loads will produce a lot in a week's time. Cleaning once a week is perfect. ;)
