hmm..all parameters are good, and no signs of ick...how long has it been since the last time he ate?

Wow all of those things he does...he sounds like my porc puffer.
I know that once in a while mine does not eat as much for a few days and I never understand why...it almost is if he pouts when I add another fish or move rocks around too much or recently I massively upgraded my lighting...he seems to be upset... :unsure
I would be worried if a week has gone by and he still is not eating well.
BTW have you added a new fish? Moved anything around? New lights?

Maybe his teeth are getting too long, and it is uncomfortable for him to eat?

You say you feed him every morning at 7:00am...what time do you feed him at night?
And do you have actinic/daylights going on/off at different times?
The reason that I ask is that puffers are noctornal by nature and mine seems to eat much better when its just actinic lighting or even when its dark/ under the moonlights

ok...when did you go to this new schedule?
try feeding him when no lights are on in the tank.
