Have you tried to put a sponge of some sort over the inlet, so it would not have direct suction on the anemone's foot. That way if he is up there, his foot won't be logged in the slits of the pump, forcing you to turn it off until he comes out. You can simply remove him from the sponge.

Yeah, they sell "powerhead covers", or you can just buy filter media and wrap it around the intake until the anemone finds a place to be, they you can just take it off..
