what is a good way to keep a red sea fan free from alge? is this just a H20 movement issue or should i be cleaning it by hand some way?

You must have an algae free tank and critters to eat the algae. Hair will not grow on a healthy fan. Very high water quality in a tank that has very little modifications off from normal alkalinity for sea water. If an algae filament gets wrapped around the fan, get it off immediately. All of it. They are very hard to keep for most people. Water should really flow at times, change directions and at times be turbulent. If its photosynthetic, it needs good lights with new bulbs. If its not, then keep it in a dark spot and help it resist algae.
