instructions for ah supply 2x13 watt kit

I lost my instructions for an ah supply 2x13 watt kit.
Can anyone walk me through it.
I have 2 ballast , 2 bulbs and one toggle switch.

Just start hooking up wires until it works. The ballast only have two wires right.
