white spots on fish in QT

i have a fish in quarantine right now, and it has some little white spots on its fins, should i assume the worst and think its ich, or could it just be debris that got stuck to his fin? how can i test to see if it is ich or not? thanks

here is the best pic i could get tonight, i know, my camera sucks, plus the **** fish won't ever stay still... is it even possible to diagnose from this picture? its has turned more to what looks like little faded coloring spots on the body rather than only specs on the fins.
