What is the formula to lower pH using vinegar? What quantity of vinegar reduces pH reading how much per gallon?

Try a highschool chemistry book

Typically vinegar is added to kalkwasser mixture; usually you dissolve the kalk powder in a little water and the vinegar, then mix up as usual. A general rule of thumb is that 10ml of vinegar per liter of KALK MIX, not tank water, is the maximum most systems can withstand. This way, you increase the solubility of calcium hydroxide in water, and lower the KW ph so that you can safely add more to a given aquarium. I did this for 2 years with good success. I have no idea why you would wish to deliberately lower the ph of tank water, unless you are adding KW and wish to add more. If your ph is too high without the addition of kw, there's probably something seriously wrong with your water chemistry.

Try doing a trial run with a gal. of tank water and adding vinger dropwise. Test between additions. When you get the pH reduction you are looking for you can scale that up to the total volume of you tank. 20 drops = 1 ml. Use a syringe to dose your tank. There is no formula to do this because there are so many variables in sea water.
I would second Matt's concerns about your pH being to high. Unless you are using Kalk it is very rare in SW to have a problem with a high pH. We are usually fighting the opposite problem due to downward trend in pH due to biological action.

One of my tanks run 8.4-8.5 consistantly with no problems....Why do you want to lower it? Is this a freshwater question? I think discus use lower PH right? I don't have a spare highschool chemistry book laying around or I'd look up the exact answer for you.
Welcome aboard bonedoc, we try very hard not to make this type of answer, even though it is tempting for some of us at times please try to refrain. That is what separates us from RC.
