I was looking at RC and saw a shelf looking rack??? that was for liverock to be stacked on?? It was made out of 1/2in. or 1in. pvc, it looked neat. It looked like you could stack rock all the way to the top of the tank without breaking the bank!! Is there any down sides to this??

Not really, just make sure you stack it securely so it won't fall over. You can use any size PVC. I would just dry fit the connections and not use any type of glue. Also make sure you wash the PVC very well. Remember this stuff is not food grade and has been rolled off oily machines and has dirt/dust on it.

I have seen tanks that have had the LR drilled so that rods, such as PVC can be placed through them and provide support so as to prevent rock slides and to get more interesting shapes from your rock work.

just talking about the simple stuff!! I might build a small shelf, just enough for a tang, but I'm wondering if I should drill holes in the pvc, or have it water tight???

i would drill the holes that way water can flow freely without spots that are stagnet

I was thinking about leaving enough space to place a pwer head down ther, but I'm worried I'll never get that thing out of there!!!

I'm going to be building one today... I'll post pictures when I get it finished. My new 45G has a 1" hole towards the bottom of the tank and i'm going to leave that area open but hidden with rock surrounding it.
The challenge will be to make it still accessible for routine cleaning of the strainer, but to also make sure I can keep everything out of view
