I would install two 1 1/2 inch bulkheads for overflow and two 1 inch for returns. A 1 inch overflow won't handle much water and you may end up using the sides of the tank as an overflow if you get the picture..... I would also run at least a 1500 GPH return along with a RedSea wave maker and pumps for circulation. As for the spray bar on the bottom, BAD idea! When the power goes out it works as a siphon, again you get the picture, EMPTY tank. You can install an anti siphon valve and that will work for about a week then it will have too much stuff growing in it to work anymore.
Silicone won't hold acylic, get the weld-on solvent and make a solid bond.
If you are talking about a closed loop on the spray bar why drill the tank for that? Keep the pump near the top for easy cleaning and run the PVC to the bottom for the spray bar Mag drives work well for this as you can screw the pipe right onto them. Don't forget the acrylic will make a solid layer blocking circulation so drill hundreds of hole through it. Dead spots grow CYANO.
I've probably blabbed too much already so get some more opinions and lets see what you come up with.

With these Reef Tec, Wave2k, and Tunze Stream going around, I think close loop are a waste of money(setting up and electricity wise.)

I don't like extra unnesscessary holes drilled into the tank. More chance for leakage and problem later on.

Personally I would over drill and put in at least 1 1/2 inch bulk heads. I have been there, one inch bulk heads can clog easily! Try getting a turbo snail shell out of one. What can happen will happen. I beleive a 1 inch can handle about 600 GPH overflow. I just don't like them. You could also use two 1 1/2 inch as your main overflows and keep the 1 inch as an emergency back up overflow. Build a large enough overflow box and you could hide them all. Little giants are terrible pumps loud, inefficient, and big. I have gotten a few for customers in the past and they were not too happy with the performance. All the customers that bought Iwaki's have been very happy with them. Get the Iwaki MD70RLT they are rated for pressure and will pump 1500 GPH. I use Mag drives and am very happy with them a mag 12 would do a great job for you also. You will need about a 30 gallon sump or bigger to handle the flow through it also.
Just my thoughts on flow: You can never have too much.
